In the opinion of Luis Napoleón Dillon, it was a crisis caused by the inconvertibility of the ticket2, the unsupported issues, inflation, speculation, the abuse of credit, the unevenness of the balance of payments, the lack of official control over the banks and the anarchy and banking rivalry, which had to be faced by clearing the currency and regularizing the change. Under these foundational values ​​is that the Central Bank of Ecuador -BCE- is created, within a motley set of reforms of the Ecuadorian economy advocated by the military and civilians gathered around the Julian ideas and overcoming the inertia of some groups who do not They were interested in progress in this kind. As an intermediate step for the foundation of the ECB, on June 26, 1926, the Central Issuance and Amortization Fund was created, an agency responsible for officially recognizing the total amount of means of payment and provisionally authorizing the circulation of tickets. In addition, on October 18, 1926, it is arranged that the banks authorized to issue notes deliver certain amounts of gold and silver to the Central Issuance and Amortization Fund. Meanwhile, the mission chaired by Edwin. W. Kemmerer, an illustrious economist who was preceded by great fame, the result of similar work done in other countries worldwide, was preparing an extensive set of modernizing economic measures. Within them, on February 11, 1927, the Kemmerer Mission puts the Draft Organic Law of the Central Bank of Ecuador to the Government. In that proposal, the ECB was created as an institution authorized to issue money, rediscount at a fixed rate, become a depository of the government and associated banks, manage the exchange market and act as a fiscal agent. Thus, on March 4, 1927, President Isidro Ayora signs the Organic Law of the Central Bank of Ecuador3, the public deed of incorporation of the ECB is issued on July 9 of the same year (second anniversary of the Juliana Revolution) and the ECB begins operations on August 10, 1927, date considered as that of its foundation.
